The problem is not a missing update, but the ability to access it, if you do not already own an App Store version of iPhoto. As a long-time user of iPhoto Library Manager I paid the slightly-discounted upgrade price for this app as I wanted to merge my Photos library with an iPhoto library and delete duplicates.
